Lawmakers Call for End to Disciplinary Transfers of Corrupt, Incompetent Officials.  Lawmakers have criticized the unofficial but long-standing practice of transferring civil servants to border and ethnic areas of the country as a disciplinary measure, and called for an end to such practice under a federal Union system.
